Sumner County solid waste energy recovery facility
The Resource Authority in Sumner County, Tennessee Established in May 1979. The agency constructed owns, and operates a resource recovery facility which burns MSW to produce process steam for sale to nearby industry and electricity for sale to the Tennessee Valley Authority. Operating experience to date has shown that the rotary waterwall combustor system has operated satisfactorily since startup of the Sumner county facility in 1981. Operating problems with the particulate emission control and ash removal systems required replacement of the electrostatically assisted fabric filters by ESPs and strengthening and modification of the ash drag chain system. The boiler efficiency has been about 10 percent lower than originally projected. Analysis of flyash, mixed ash, quench and refuse pit water effluent, and ash leachates showed high levels of cadmium and lead. MSW throughput, steam production, and steam sales were less than expected. Deferral of bond principal payments avoided negative cash flow during early years. 6 references, 2 figures, 6 tables.
