MDNBR 95/95 confidence interval determination for nonparametric CHF statistics

The Houston Lighting and Power Company (HL and P), managing partner of the two-unit PWR South Texas Nuclear Project, has funded a project at Texas A and M University to investigate the implications of using nonparametric statistics to set the minimum departure from nucleate boiling ratio (MDNBR) thermal design limit. The major work of the project consists of developing a statistically correct procedure for establishing the MDNBR limit; however, industry peer review is also an important aspect of the work and the purpose of this summary is, therefore, two fold: to present the procedure that has been developed and to solicit industry comment on the procedure.
