H.R. 5041 would restrict the export of up to 50% of all refined petroleum products and partially refined petroleum products which are produced by an oil refinery which is owned or financed, directly or indirectly, principally by persons other than United States persons and which commences commercial operations on or after the date of enactment of this bill. Refined petroleum product means gasoline, kerosene, distillates, ethane, propane, butane, diesel fuel, and residual fuel oil. Partially refined petroleum products means a mixture of hydrocarbons which existed in liquid phase in underground reservoirs and remains liquid at atmospheric pressure after passing through surface separating facilities, and which has been processed through a crude oil distillation tower.
