The hearing was called to consider two bills. S.388 would amend the Department of Energy Organization Act to create five-year staggered terms for the Commissioners of the Federal Energy Regulatory Commission in order to promote continuity of policy making and experience of the Commissioners of this Federal agency that regulates the natural gas, electric power, and oil pipeline industries. S.389 would create on Assistant Secretary for Natural Gas within the Department of Energy to promote the recognition in the Department's organizational structure of the significant part that natural gas can play in the nations's energy future. The text of both bills is presented. Testimony was heard from 12 witnesses.
