Demand-site management (DSM) is firmly established in the electric utility industry; gas utilities are now beginning to plan and implement DSM programs. Approximately half of the states require or are considering requirements for gas conservation planning. The commercial sector presents tremendous opportunities for efficiency improvements on the electric side, as well as a significant challenge for achieving potential savings. The same is likely to be true for gas DSM. This article discusses some of the requirements for successful DSM planning for the commercial sector, and recommends an approach that accounts for the diversity of buildings and equipment in that sector.
