DOE has $59 million to distribute to hospitals, schools, and other non-profit institutions for energy audits and conservation measures under the Institutional Conservation Program (ICP). The money is offered through each state's energy agency, although some states may offer additional funding to supplement DOE's 50% grants. To qualify, a user must have a Basic Energy Audit to see if the project meets state guidelines, which include implementing no-cost and low-cost operating and maintenance measures that conserve energy. A technical Assistance audit then establishes criteria and specifications for the conservation measure as well as its useful life, payback, etc. New regulations have narrowed the range of payback periods. The article provides a directory of the ten DOE regional field offices where users may obtain additional information.
