Coalition offers regulators a textbook on cogen issues
The principal issues facing FERC and state regulatory commissions insofar as cogeneration is concerned, need to be addressed, the National Association of Regulatory Utility Commissioners has been told. Long-term, power generations in this county should be deregulated and electric and gas utilities should be split to foster keener competition, according to Thomas R. Mason, director of planning and ventures for Energy Factors, speaking on behalf of the Cogeneration and Independent Power Coalition. Comments from Mason's presentation to NARUC's committee on electricity are presented on the following topics: anti-cogeneration rates; interconnection; wheeling; avoided-cost pricing; value pricing and bidding; standby and maintenance power rates; national generation policy; and split up electric-gas utilities.
