Pollution prevention pays

Pollution Prevention Paysa program introduced by the 3M Co. in 1975 to stress conservation-oriented technologyis discussed. The program seeks to prevent pollution at the source in manufacturing processes, rather than to remove pollution after it is created. Administration of the program is examined. U.S. projects have ranged from a degreaser solvent change which saved $24,000 while eliminating discharge of 131,400 lb/yr of hydrocarbons to the environment, to a new coating process that saved $3 million and eliminated 70 million lb/yr of hydrocarbon emissions. Other pollutants eliminated or reduced at the source under the program include water, odor, dissolved solids, sulfur, zinc, alcohol, and incinerated scrap. Ten overseas subsidiaries of 3M Co. have undertaken 75 projects, representing a saving of $3.5 million. (5 photos)
