Changing energy research priorities

The federal government's research and development budget, particularly the energy R and D budget, under the Carter and Regan administrations is discussed. There is a shift in priorities from civilian R and D to military R and D. In the case of energy, there is a shift from conservation and environmental research and from technological demonstrations to a relative emphasis on nuclear and defense-related research.
