The objective of this Energy Engineering Analysis (EEA) Program for Pine Bluff Arsenal (PBA) is to develop a systematic plan of projects which will result in the reduction of energy consumption at PBA in compliance with the objectives set forth in the Army Facilities Energy Plan dated 1 October 1978. The long range objective of the Army is to implement a policy through which PBA will become as energy efficient as the state of the art for energy conservation will allow. In development of the planned projects, an assessment of the entire energy picture at PBA was completed. This report is a summary of that effort. Located approximately 30 miles southeast of Little Rock, Arkansas, Pine Bluff Arsenal (PBA) is a Government owned and operated facility. The Arsenal was established 10 November 1941 as the U.S. Chemical Warfare Arsenal. The Arsenal is currently a U.S. Army Materiel Development and Readiness Command installation, under the jurisdiction of the Commander, U.S. Army Armament Materiel Readiness Command (ARRCOM). In brief, the mission of PBA is to engineer, design, and manufacture chemical, smoke, riot control, incapacitating, incendiary, and other pyrotechnic mixes and munitions to supplement commercial industrial capacity.
