An assessment and evaluation are presented of the State Energy Conservation Code compliance in New York and New Jersey and the cooling standards implementation in Puerto Rico and the Virgin Islands. The issue of improving data collection systemization is covered. Conclusions gleaned from structurally analyzing the data/information collected in the field and the attendant recommendations which follow from the findings are articulated. Tables, charts, descriptive illustrations, and other graphics are included. (MHR)
