A hearing to consider the nomination of John S. Herrington, who served at the White House in a personnel advisory capacity, to be Secretary of DOE brought testimony from representatives of the Environmental Policy Institute (EPI) and statements from the Senators of several states as well as from the nominee. Comments from the EPI reflected concern over the militarization of DOE and DOE's disregard for state-of-the-art standards for protecting the environment. Mr. Herrington expressed his commitment to energy conservation, to government participation in research and development, to promoting the DOE budget, and to the stability of energy investments, and explained his positions on other matters. Four appendices with biographical material, additional responses from Herrington and EPI, and communications supporting Herrington's nomination follow the testimony.
