This winter, the gas you use to fire your turbines will bear the stamp of Order 636, whether you know it or not. In April 1992, after a year and a half of intense debate, the Federal Energy Regulatory Commission (FERC) issues its landmark restructuring rule for the interstate natural gas pipeline industry. In Order 636, the commission decided to implement the new policies on a case-by-case basis - separate restructuring proceedings for each and every interstate pipeline, and there are more than 90 of them. FERC also established a demanding implementation process and schedule, which required that restructured services and their associated tariffs be in place for the 1993-1994 winter heating season, beginning November 1st. Now, after another year and a half of proceedings, the natural gas industry is preparing for the new rules. In a very real sense, the regulatory rubber will be hitting the road as the restructured services are initiated on pipeline after pipeline across the nation. And, as Order 636 policies are finally tested in a real-world application during the forthcoming heating season, much attention will be focused on the Order's impact on gas-fired electric generation.
