State/EPA agreements: a state/Federal partnership

The new State/EPA (Environmental Protection Agency) Agreements are designed to develop cooperation between the EPA regional offices and their state counterparts. The planning process seeks a partnership approach to set funding and technical assistance priorities and a mechanism for senior management to identify environmental problems and allocate funds from appropriate funding programs. The planning process begins each winter for the next fiscal year. Each state develops a list of environmental issues before meeting with the EPA to reconcile its list with the one prepared by EPA. A formal agreement signed by the two parties is used as a guide for EPA grants and is used by both parties to monitor implementation. Ohio is the only state in region V that failed to sign an agreement for fiscal year 1980. (DCK)
