The concentration dependence of the room-temperature lattice constants and the concentration and temperature dependence of the specific heat {ital C}({ital T}) and the magnetic susceptibility have been measured on the tetragonal, nonsuperconducting phase of Y{sub 1{minus}{ital x}}Pr{sub {ital x}}Ba{sub 2}Cu{sub 3}O{sub 6}. The effective paramagnetic moment {mu}{sub eff} is independent of {ital x} and has an average value of 2.7{plus minus}0.2 {mu}{sub {ital B}}. For PrBa{sub 2}Cu{sub 3}O{sub 6}, the Neel temperature {ital T}{sub {ital N}} for Pr moment ordering is 10.5 K as compared to {ital T}{sub {ital N}}=17 K for the orthorhombic PrBa{sub 2}Cu{sub 3}O{sub 7} phase. The {ital T}{sub {ital N}} is depressed rapidly with Y doping in the oxygen-depleted compound and goes to zero at {ital x}{approx}0.4--0.5. At low temperatures and {ital x}{le}0.5, {ital C}({ital T})/{ital T} vs {ital T}{sup 2} is nonlinear and shows a rapid decrease of {ital C}({ital T})/{ital T} indicative of strong magnetic correlations.
