Institutional barriers to energy-efficiency investments have kept the marketplace from encouraging energy conservation and production as the Reagan administration envisioned. Because lack of capital is a major component of these barriers, Klepper proposes new mechanisms for energy delivery and financing that rely on private capital. They describe a self-sustaining national corporation that would attract investor capital for energy efficiency. The proposal contains a rationale for federal participation and the need for improved energy efficiency in order to meet national economic and security goals. Three appendices present models of possible financial arrangements. 38 references, 18 tables. (DCK)
