Proposal for a national corporation for energy efficiency

Institutional barriers to energy-efficiency investments have kept the marketplace from encouraging energy conservation and production as the Reagan administration envisioned. Because lack of capital is a major component of these barriers, Klepper proposes new mechanisms for energy delivery and financing that rely on private capital. They describe a self-sustaining national corporation that would attract investor capital for energy efficiency. The proposal contains a rationale for federal participation and the need for improved energy efficiency in order to meet national economic and security goals.
