The purpose of this manual is to establish procedures which outline the responsibilities of all concerned toward prevention and control of blowouts, and to outline equipment requirements and operating techniques which experience has shown will minimize blowout hazards. The intent of this manual is to establish recommended practices regarding Blowout Prevention Equipment (BOPE). The procedures provide that all affected contractor, subcontractor, and lower-tier contractor's supervisory personnel shall become thoroughly familiar with all phases of recommended procedures provided herein. These procedures are applicable to all Contract Rigs.
