Hazardous wastes: current problems and near-term solutions
Love Canal's industrial waste problem has brought the health hazards and the time-scale of these risks to the attention of the public. Public awareness of environmental damage and the threat to human life caused by improper waste management have also brought out the difficulties and costs of enforcing and maintaining proper controls. Subtitle C of the Federal Resource Conservation and Recovery Act of 1976 addresses these problems and lays the groundwork for the Environmental Protection Agency's (EPA) proposed criteria and regulations. Controversy over EPA's proposals center on definitions and the emphases on landfill dangers and total containment. The mechanics of groundwater contamination are shown to vary with landfill design. Since public opposition will focus on site selection, a phased approach is suggested for categorizing wastes and setting priorities for handling specific waste problems. Site data and acceptable site identification techniques must be developed to help the public understand and accept materials-flow concepts. 5 references.
