Economics has been the most important factor in the air-conditioning industry, but that role will diminish as government enters and becomes more deeply involved in the affairs of all industry and business. Government, at Federal, state, and local levels, will be the dominant force that shapes the future of this essential industry. Government has intervened to specify how certain types of equipment must be tested, to require energy-efficiency or energy-cost labels on equipment, to establish minimum levels of efficiency for consumer products, and has also intervened in the name of environmental quality. How these demands will affect air conditioning will depend on the type of regulations that are promulgated, and will depend in large measure on how effectively individuals and organizations affected by air conditioning participate in the legislative and regulatory processes of government.
