This document presents the information and data required to provide retrofit electromagnetic pulse (EMP) protection for facilities included in the Federal Emergency Management Agency's protection programs. An introduction and orientation to the FEMA program are provided in Section 1. Sections 2 and 3 cover the generation of EMP and its coupling into systems. Section 4 compares natural lightning and EMP. The EMP hardening approach adopted by FEMA is presented in Section 5. Section 6 covers the protection devices, their characteristics, and applications. The facility life-support equipment protection is presented in Section 7. Sections 8, 9, and 10 cover the facility site survey, the survey report, and the protector installation. Maintenance and testing of EMP protectors are discussed in Section 11.
