Concord, New Hampshire was the scene of an August 7, 1981 hearing to examine the federal licensing process from the perspective of state officials, hydrodevelopers, conservation and recreation interests, and the power marketers. New Hampshire has led the other states in implementing section 210 of the Public Utility Regulatory Policies Act, but there are concerns that a potential logjam will occur over license processing. While the state has identified good hydro sites and applications have been filed, little power has actually come on line. The 17 witnesses presented their views on the problem and responded to questions during four panel discussions. The record includes their statements and additional material submitted for the record.
