A new integral equation is developed which sums to infinite order diagrams which contribute to the scaled 1/Z expansion of atomic coupled Hartree--Fock multipole polarizabilities. Application is made to the dipole, quadrupole, and octupole polarizability of ground state helium. Although sensitive to the choice of scaling parameter, the polarizabilities are found to be in satisfactory agreement with previous values when the scaling parameter is optimized. It is expected that convergence problems found in these calculations will carry over into other scaled 1/Z expansions.
