Debate over prudency: the issue now and what to expect in the future

Prudent management may be the decade's key issue for utilities and commissions, given the causes of current financial distress and its effects. Examples of expanding commission inquiries into rate requests and requests for decision audits should cause utilities to prepare cause and effect studies of management decisions. Commissions are responding to utility imprudence by denying higher cost recovery rates, disallowing unit termination costs, or introducing incentive rate of return. 4 figures. (DCK)
