A bill has been introduced in the Senate to establish national policies and support and encourage international agreements that implement energy and natural resource conservation strategies appropriate to preventing the overheating of the Earth's atmosphere. This Act is entitled as the Global Greenhouse Warming Prevention Act of 1988. The primary purpose of this Act is to establish national energy and resource policies that will achieve, in a cost-minimizing manner, at least a 20% reduction in 1987 carbon dioxide levels by 2005 and that do not compromise public health and safety or environmental quality.
