Theft of service poses major problems

Theft of electric service costs the industry - and honest customers in higher rates - between $1-billion and $2.5-billion annually. The approaches used to steal service range from crude (damage the meter) to very sophisticated methods involving hidden taps, relays, and electronic devices. This is Part 1 of a two-part series dealing with the theft of service. In this issue, the scope of the problem is described, and a program for dealing with theft of service is outlined. Part 2, which will appear in July, will examine specific steps some utilities are taking to control the problem. 2 figures, 2 tables.
