The {sup 90}Zr({ital n},{ital p}) reaction at 65 MeV has been studied over a wide range of angles down to 0{degree}. At low excitations the main strength appears to be in three concentrations of spin-dipole strength. Within certain limits Gamow-Teller {beta}{sup +} strength is not evident in the spectra. Together with the earlier analysis of {beta}{sup {minus}} strength in {sup 90}Zr({ital p},{ital n}) these ({ital n},{ital p}) results suggest either (1) that Gamow-Teller quenching due to {Delta}(isobar)-hole mixing in nuclear particle-hole excitations is relatively small ({approx lt}15%), or (2) that {Delta}-hole quenching is percentagewise much larger ({ital x}5) for {beta}{sup +} than for {beta}{sup {minus}} transitions.
