Three members of the Nuclear Regulatory Commission (NRC), scientists, and representatives and analysts of the nuclear power industry testified on the NRC's plans for regulating the licensing of advanced reactors in order to protect the environment and ensure safety. Performance standards for manufacturers are the next step after investing dollars in advanced reactor research. NRC Chairman Nunzio Palladino outlined NRC's goals in developing a regulatory policy for new reactor designs that will stress standardization. Other witnesses described the reactive nature of past NRC regulation and the tendency to let cost considerations predominate, the importance of advanced reactor technology to supply electric power in the future, and the need to improve definitions in regulatory policy.
