Safeguards implementation in the DOE complex; Near term requirements

The Department of Energy (DOE) is providing policy guidance intended to increase nuclear materials safeguards effectiveness and to address new protection requirements. System performance, validation, and demonstration are currently emphasized in the control and accountability of nuclear materials. New performance requirements are being developed to ensure complex-wide uniform protection of similar attractiveness and quantities of special nuclear material (SNM). Improving the reliability and use of seals and tamper-indicating devices is underway. In this paper other topics, including safeguards on waste, improvements in technology to reduce limits of error in inventory and shipper/receiver differences, use of statistical variance propagation techniques, improved measurement control, and quantifying SNM holdup, are presented. International safeguards reporting requirements and arms control agreements which will impact on DOE safeguards are discussed.
