The author focuses on mineral extraction, grazing, and timber harvesting on federal lands by private parties in his examination of the federal government's role as local landowner and community member. He considers whether the federal government is legally obligated to function as a community member and to abide within state and local land use rules. The discussion centers on the question of preemption and the philosophy that the federal government retains land so that it can restrain and regulate, not promote, natural resource exploitation.
