Socio-economic impact analysis of selected air pollution controls in the Houston-Galveston region. Final technical report

The report presents the results of a study to develop a methodology appropriate for identifying and assessing the social and economic impacts of air pollution control programs and apply the methodology to the Houston region in order to assess the likely effects of control programs on air quality and the social and economic costs, or benefits, that would accrue to the region. The scope of the study was limited to a geographic area of eight counties in and around the Houston metropolitan area. They are Harris County, Brazoria County, Fort Bend County, Chambers County, Galveston County, Liberty County, Montgomery County, and Waller County. This geographic area also corresponds to the Houston Economic Region. The time horizon for the study was 1995, as it was felt that the confidence that could be placed in projections beyond that date would decline dramatically. Rather than being exhaustive, the scope of study was limited to the investigation of effects on growth of particular kinds of air quality control programs. Other forms of related environmental regulations, such as those pertaining to water quality, were not addressed.
