The purpose of the Coal Pipeline Act of 1989 is to facilitate the development of coal pipelines by granting the Federal power of eminent domain to those coal pipelines that are determined to be in the national interest. Permits would be issued only as permitted by State water law and interstate allocations. No right-of-way would be permitted under this law across wilderness lands or wilderness study areas, national parks, or any land which is part of a historic site of national, state, or local significance. Existing rights-of-way are not affected.
