The hearing was called to consider the reprocessing of oil shale mining claims and patents by the Department of the Interior under the Mining Law of 1872. After 50 years of litigation, a ruling was made last year. In the settlement the US agreed to issue patents to people who had claims for 2.5 dollars per acre. In total 82,000 acres of public lands were given away. Congress put a moratorium on further issuing of patents, but the moratorium ends March 31, 1988. Testimony was heard from 11 witnesses, representing the DOI Land and Minerals Management, Colorado Department of Natural Resources, Public Lands and Energy Division of the National Wildlife Federation, and the states of Colorado, Utah, Montana, and Wyoming. Additional material was submitted by the DOI Office of the Solicitor and the Sierra Club.
