OCS development and commercial and recreational fishing

Controversies over Outer Continental Shelf leasing in the Baltimore Canyon off New Jersey and the Georges Bank off New England have underlined the need for better estimates of environmental risks posed by OCS development. High degrees of precision probably are not feasible, but progress in reducing uncertainty about the magnitude of impacts, particularly impacts on fishing industries, is possible. Costs and benefits of OCS development in the contexts of commercial and recreational fishing are discussed. Also considered are redistribution of fisheries and nonuser recreational values of marine resources. (29 tables)
