Developing countries face massive and daunting problems in meeting their power needs for economic development in ways that are financially and environmentally acceptable. This paper reviews the major power-sector problems facing decision-makers in developing countries and international financing institutions, and presents a variety of approaches for their successful resolution. A major theme of the paper is that sustainable strategies to provide power for economic development can be envisaged and implemented, but that an unprecedented, global institutional effort will be necessary. Greatly enhanced collaboration of multilateral and bilateral agencies will be essential, as will be new international alliances of power utilities.
