Safety guidelines for the design of next-generation tokamak fusion machines

The purpose of this paper is to provide an outline of a possible route for the development of safety guidelines for the design of a next-generation tokamak fusion machine, such as that being considered within the European Community for operation in the early 21st century. This next European torus (NET) will not only be fueled by deuterium and tritium (D-T) but will also be designed to provide demonstrations of tritium breeding and significant positive net thermal energy generation. The design of such a European machine will gain much from the knowledge currently being acquired from the Joint European Torus situated at the UK Atomic Energy Authority's Culham Laboratory in England.
