The level structures of {sup 217}Po and {sup 213}Pb have been studied following the alpha decay of {sup 221}Rn and {sup 217}Po. The ground state band of {sup 217}Po can be interpreted as arising from the mixed 1/2({minus}0.1;0.5;-2)+3/2({minus}0;0.6) reflection asymmetric orbital with considerable i{sub 11/2} shell model character. The {lt}10sec half-life of the {sup 217}Po leads to a hindrance factor {lt}8 for the alpha decay to {sup 213} Pb and suggests the surprising result that the previously proposed {sup 213}Pb ground state has the configuration i{sub 11/2}. This anomaly has been discussed. {copyright} {ital 1997} {ital The American Physical Society}
