We have examined the behavior of two-level-tunneling systems (TLS's) in the high-temperature superconductor YBa{sub 2}Cu{sub 3}O{sub 7{minus}{delta}} as a function of decreasing oxygen content, by measuring the temperature dependence of ultrasonic-velocity changes at low temperatures, {ital T}{approx lt}1 K. We find the density of states of the TLS decreases with decreasing oxygen content and varies exponentially with both {ital T}{sub {ital c}} and oxygen content. We interpret these results in light of recent measurements on oxygen-vacancy ordering in oxygen-deficient YBa{sub 2}Cu{sub 3}O{sub 7{minus}{delta}}.
