The Wisconsin Legislative Council report summarizes proposals to bring coal into Wisconsin and to remove water from Wisconsin by pipeline, and identifies the policy issues raised by such activity. This includes the appropriate roles of state, federal, and international laws. The report is divided into three parts: Part I provides background information on the technology of coal-slurry pipelines and describes existing and proposed pipelines. Part II discusses the views of proponents and opponents. Part III describes major state and federal policy issues related to coal-slurry pipelines. 179 references, 3 figures.
