The basis for analyzing this study was a survey that solicited information from public officals located in the 50 states and territories subject to US jurisdictions. A communique was sent to these individuals requesting responses to eight major areas. These public officials were also asked to provide information that focused upon conservation incentives, energy programs and energy legislation. Information requested from the participants was as follows: Executive branch energy pronouncements and policy statements; energy legislation; building codes, zoning ordinances and other administrative regulations dealing with energy; non-federal energy management programs; unilateral energy initiatives, i.e., undertaken without specific federal program direction and funding; publications and documents; other examples of unique methods of addressing energy challenges and opportunities; and energy policy positions formally adopted by organizations representing state, local and Indian governments.
