This article examines the debate over legislation to amend the Public Utility Holding Company Act (PUHCA). The possibility of an agreement on transmission access also is discussed as it relates to being an element of a PUHCA amendment package. House hearings on the subject of a PUHCA amendment are discussed. The subcommittee markup of the bill is expected in September.
