Double capture cross sections to individual doubly excited states for Ne[sup 8+]-H[ital e] collisions are calculated and analyzed for collision energies from a few to 100 keV/amu. An independent-electron approximation is adopted where the amplitudes for double capture are derived from the anti-symmetrized product of each single electron capture amplitudes properly weighted with the configuration interaction coefficients. The amplitudes for single electron capture are calculated using the two-center atomic orbital close-coupling expansion method with proper model potentials on both centers. By choosing the quantization axis to be perpendicular to the collision plane, we also study the propensity rule, i.e., the [ital M] distribution of the cross section for each doubly excited state. The results are compared with experiments.
