Preliminary analysis of changes in Texas state revenues from the imposition of a refinery occupation tax and a reduction in motor fuel taxes

This paper analyzes two specific tax change alternatives: (1) a newly structured $.01 per barrel occupation tax on Texas refineries and (2) a $.01 per gallon reduction in the current excise tax on motor fuel. The analysis summarizes the expected annual changes for the period 1977-1985.
