This report is divided into three parts. Part I: Preliminary target description data for the development of a matrix equation of motion of a dynamic model for the total truck-shelter-rack system in response to a blast wave under various ground conditions are presented. Also presented are recommendations for the development of the model as well as constraints on some of the data-input. Part II: Issues and needs are listed for analysis and to obtain input data. Part III: Preliminary test plans are presented for obtaining the input data required.
