The Bureau of Land Management (BLM) oversees the orderly development of mineral resources on public lands, except for those lands withdrawn from leasing. A lack of expertiese in the BLM has led to counterproductive actions and outmoded regulations. A systematic review of withdrawn lands begain in 1981, followed by a return of seven million acres to public use. Other withdrawal areas are under review and subject to reclassification. The BLM is making progress in streamlining procedures for mineral leasing and mining activity so that resource development can make an orderly contribution to the nation's security. 2 figures. (DCK)
