Strategic view of new fuel oils development in Japan
New fuel oils are manufactured from various energy sources such as natural gas, coal, biomass, oil sand and oil shale and are expected to directly replace petroleum products in their end-uses. Other petroleum-substituting energy sources such as nuclear energy, natural gas, geothermal energy, solar energy, etc. are mainly positioned to replace electric energy, or eventually even petroleum used for power generation. In contrast, the new fuel oils are mainly characterized by their convenience of being liquid fuels, able to replace various petroleum products without necessitating major changes in the existing energy conversion equipment or apparatus or in the existing distribution systems. As such, they have the potential of becoming excellent energy sources to replace petroleum and they are expected to play particularly significant roles in the application areas of existing light and middle distillate petroleum products for which the demand is anticipated to grow at a relatively faster rate from now on in Japan. In developing and introducing new fuel oils, it is necessary to acquire a thorough knowledge of their energy efficiency, economics, required quality level, the adaptability of the technological systems and equipment to the new fuel oils and the impact of the new fuel oils on the environment, all from both aspects of supply and demand. As all these factors are closely interrelated, they demand systematic and thorough research and investigation.
