The authors discuss programs and projects that the EPA is developing to encourage the development and adoption of new techniques and processes to reduce the generation of hazardous wastes. These programs are authorized by the Hazardous and Solid Waste Amendments of 1984 which stated as national policy that: The Congress hereby declares it to be the national policy of the United States that, wherever feasible, the generation of hazardous waste is to be reduced or eliminated as expeditiously as possible, waste that is nevertheless generated should be treated, stored or disposed of so as to minimize the present and future threat to human health and the environment. The authors discuss what has been done to date by the EPA to implement this policy and outline various proposals being considered by the Agency for future action.
