PaPUC approves GPU rate settlement: TMI-1 restart problems menance viability of agreement

A negotiated settlement supports General Public Utilities' request for rate relief to help finance the cleanup at Three Mile Island (TMI). The settlement could result in a $187.2 million increase in the rate base at the end of a series of base rate increases scheduled to occur upon authorization, at the restart of TMI-1, and when the deferred energy balance surcharge is exhausted. Revenues which accrue as a result of the TMI-1 restart will be held in escrow to pay decontamination costs at TMI-2. The settlement was an effort to avoid last year's brinksmanship between the utility and other affected parties, but problems with the restart at TMI-1 could threaten the agreement. (DCK)
