Seven witnesses representing rural electric utilities and cooperatives spoke at a June 4, 1980 hearing to discuss which inflationary factors are increasing rural electric rates. The Committee recognized that the problem is not unique to rural systems. In their testimony, the witnesses noted increasing urbanization of rural areas; the cost of generating plant construction, fuel, and operating expenses; general economic factors of inflation and high interest rates; and regulations as major contributing factors to utility requests for rate increases.
