The first of these books includes chapters on the emerging or ''second-tier'' suppliers of nuclear materials, devices and technologies: suppliers such as China, India, Brazil, Argentina and South Africa. These countries are usually motivated by financial considerations and in most cases do not subscribe to the Nonproliferation Treaty. Various proposals are made as to how most effectively to have them participate in international export controls.
