A kinetic approach is taken to derive a general nonlinear equation for the electromagnetic field in a semi-infinite plasma with a sharp boundary at which specular reflection of particles occurs. This equation is then used to derive a nonlinear equation for the surface electric field. The results are used to study the resonant three-wave interactions of bulk transverse wave with surface plasma waves which lead to a decay instability. The threshold and growth rate are found for the process by which a transverse volume wave which is propagating in a plasma at an angle from the boundary decays into a transverse volume wave and a quasistatic surface wave.
